Aging into Adulthood HUD Requirements
Current Living Situation, Income, and Non-cash Benefits are only collected for adults and heads of households in HMIS. With the release of the 2022 HMIS Data Standards HUD requires these fields to be completed for household members who turn 18 while enrolled in a housing, transitional housing, or shelter project.
When a household member turns 18 you will need to:
- Update the household member's enrollment based on their situation at the time they were enrolled in the program.
- Create a Status Update assessment to reflect the household member's current income and non-cash benefits.
- Create a Status Update assessment for any adult in the household if the youth's income had previously been recorded for the adult. For example, if a youth receives SSI or SSDI that income should have been recorded for an adult member of the household prior to the youth turning 18. Once the youth turns 18 if that income is now being received by the youth the adult's income must be updated to exclude the SSI/SSDI income.
New Aging Into Adulthood Fields
Updating a youth's enrollment when they turn 18 can be burdensome for housing projects. Often the youth aging into adulthood may have been in the program for a year or two before aging into adulthood. Finding the information from the time of their project start date can be difficult.
In order to address this concern, the STEH HMIS team has created the 'Aging into Adulthood' fields and warning messages. These fields and messages will display for youth ages 16-17 years old at the time of enrollment and can be referenced later to enter the HUD Standard HMIS fields which will be required if the youth is still enrolled in the project when they turn 18.
The remainder of this article describes the new Aging Into Adult fields and warnings. Please note: these fields are only collected in Clarity. However, users who enter HMIS data into another system (VESTA or ETO) will still be required to update enrollment and Status Update data as described above.
Documentation for Prior Living Situation When a Client Has Aged into Adulthood
A new warning banner will display for household members aged 16-17 years, "If this client is still active in the program when they turn 18 years old, you will be required to enter their Prior Living Situation, Income, and Non-Cash Benefits based on their original time of enrollment. The fields below will assist you to enter accurate data when the client turns 18. Also, complete a Status Update Assessment with updated information when the Client turns 18." Additional data fields will also be available to document the youth's current living situation. This information could be the same or different as the Head of Household.
Documentation for Income and Non-Cash When a Client Has Aged into Adulthood
A new warning banner for household members aged 16-17 years old stating will display at the bottom of the enrollment screen, "Enter "No" for "Income from and Source/Receiving Non-Cash Benefits." Income/Benefits is/are not collected for clients under 18. If the youth has income/benefits when they age into adulthood, enter this information in a Status Update Assessment. If the Client's income/benefits was/were recorded under the Head of Household at the time of enrollment, a Status Update Assessment must also be completed for the Head of Household to reflect this income/benefit change."
On the day the Client turns 18, the Income and Non-Cash Benefits fields will be visible below these warning fields. This warning reminds users to enter "no" for Income and Non-cash Benefits when the youth ages into adulthood. The warning also reminds users to complete a Status Update assessment to record the youth's current income and non-cash benefits at the time of their 18th birthday.
Notification of Youth Aging into Adulthood
Clarity will show a warning banner of the household member's record when they age into adulthood. Clarity will also send an email notification to any assigned staff indicated on the Clarity record.
