ROMA Assessment


The ROMA Assessment is an assessment based on the Results Oriented Management and Accountability scale for the Housing Stabilization Collaborative (HSC) or STEH Impact Award agency in HMIS. For more detailed information on how to approach this assessment with a client, please review the "Impact Award Conversation Guide." This article covers how to enter this assessment in HMIS. 


This assessment should be completed:

  • Project enrollment
  • Recertification - to be completed after three months and then every three months throughout project enrollment
  • Project completion/ exit


From the head of household's program enrollment, navigate to the program-level "Assessments" tab. Select START next to "Roma Assessment."



Complete the assessment:

Assessment Date: The assessment will default to today's date. Adjust as necessary to the date the assessment was completed.

Data Collection Stage: Select "Initial Assessment," "Project Update," or "Discharge/Exit Assessment."


The next section included the following categories:

  1. Employment
  2. Housing
  3. Income
  4. Social Connections
  5. Physical Health
  6. Mental Health
  7. Basic Needs
  8. Legal Issues
  9. Other


For each category, choose the appropriate number the client associates with where they are now. Please note: if "Initial Assessment" is selected, the client will have the ability to also choose the appropriate number with where they hope to be.

In the "What barriers and challenges might get in your way?" textbox, enter any related notes to each context area.


The final section is "OVERALL WELLBEING"

  • On which step of the ladder would you say you personally feel you stand at this time?
  • On which step do you think you will stand about five years from now?
  • During the past two weeks, how often have you experienced positive emotions such as joy, affections, or hope? (0=Never, 10=All the time)
  • During the past two weeks, how often have you experienced negative emotions such as sadness, worry, or despair? (0=Never, 10=All the time) 

Turn on the private toggle if the client does not wish to share this assessment questions outside of the STEH Impact Award (HSC) agency in HMIS.


Select SAVE.
