The Cincinnati/Hamilton County Homeless Management Information System (HMIS) Policies and Procedures Manual is developed by the Data Committee and authorized by the Cincinnati/Hamilton County Continuum of Care (CoC) Board, known as the Homeless Clearinghouse. It is designed to act in accordance with the most recent HUD Data and Technical Standards for HMIS. 


Strategies to End Homelessness (STEH) has been chosen by the Homeless Clearinghouse, the full membership of the CoC, and the CoC Governance Charter to be the CoC Lead Agency, Unified Funding Agency, and HMIS Lead Agency for the entirety of Cincinnati/Hamilton County. As such, STEH has the responsibility to manage all HMIS activities on behalf of the CoC Board, as well as the CoC as a whole.


As agreed to by the UFA/HMIS Lead, CoC Board, and full CoC membership, all applicable policies and procedures will be reviewed and updated at least annually.

When contacting HMIS Support about a particular client, please do not send sensitive personally identifiable information (Sensitive PII) through email, such as full name, social security number, or any other information used to determine a person's identification. Instead, please send the Clarity Unique Identifier found on the client's Clarity Profile page. You can use the messaging system in Clarity if you need to send sensitive personally identifying information.
